Clinical Supervision Requirements in Iowa

Licensing Board Overview

Since 2024, Iowa has regulated social workers, mental health counselors, and marital and family therapists through one board: the Board of Behavioral Health Professionals, within the Department of Inspections, Appeals, and Licensing (DIAL). It replaced the former Board of Social Work and Board of Behavioral Science (2024 Iowa Acts, SF 2385). One rule, 481 IAC 880.7, sets the supervised clinical experience for all three tracks.

LISW: Licensed Independent Social Worker (Iowa)

Iowa's LISW is governed by 481 IAC 880.7. Candidates hold a Licensed Master Social Worker (LMSW) credential while accruing supervised experience.

Supervised Experience Requirements

• Total supervised experience: At least 3,000 hours of practice, at least 1,500 of them direct client contact (481 IAC 880.7(1)(c)-(d))
• Statute vs. rule: Iowa Code 154C.3 still refers to two years as a full-time employee or 4,000 hours. Confirm with the board which applies to you
• Timeframe: Must be completed over a minimum of 2 years
• Supervision hours: At least 110 hours of direct supervision, no more than 50 of them in group supervision
• Exam: ASWB Clinical Examination

Supervisor Qualifications

• Must hold an active Iowa LISW, LMHC, or LMFT license
• Must have at least 3 years of independent practice
• Must have completed a six-hour continuing education course in supervision or one graduate-level course in supervision

LMHC: Licensed Mental Health Counselor (Iowa)

Iowa's LMHC is governed by 481 IAC 880.7. Candidates usually hold a temporary license in mental health counseling while accruing hours.

Supervised Experience Requirements

• Total supervised experience: At least 3,000 hours of practice over a minimum of 2 years
• Direct client contact: At least 1,500 hours must be direct client contact
• Supervision hours: At least 110 hours of direct supervision, no more than 50 of them in group supervision (481 IAC 880.7(1)(e))
• Exam: NCMHCE (National Clinical Mental Health Counseling Examination) for the full license. The temporary license accepts the NCMHCE or the NCE

Supervisor Qualifications

• Must hold an active Iowa LMHC, LMFT, or LISW license. Anyone else needs board approval before supervision begins
• Must have at least 3 years of independent practice
• Must have completed a six-hour continuing education course in supervision or one graduate-level course in supervision

LMFT: Licensed Marriage and Family Therapist (Iowa)

Iowa's LMFT (the statute says "marital and family therapist") is governed by 481 IAC 880.7. Candidates usually hold a temporary license in marital and family therapy while accruing hours.

Supervised Experience Requirements

• Total supervised experience: At least 3,000 hours of practice over a minimum of 2 years
• Direct client contact: At least 1,500 hours must be direct client contact
• Supervision hours: At least 110 hours of direct supervision, no more than 50 of them in group supervision (481 IAC 880.7(1)(e))
• Exam: AMFTRB National Examination

Supervisor Qualifications

• Must hold an active Iowa LMFT, LMHC, or LISW license. Anyone else needs board approval before supervision begins
• Must have at least 3 years of independent practice
• Must have completed a six-hour continuing education course in supervision or one graduate-level course in supervision. AAMFT Approved Supervisor status is not a substitute under the rule

Iowa-Specific Details

When Supervised Experience Can Start

The supervised clinical experience may begin once all graduate coursework is complete, except the thesis, and a supervision plan has been submitted to the board (481 IAC 880.7(1)(a), (3)). Counseling and MFT candidates usually practice under a temporary license, which is valid for 3 years and may be renewed at the board's discretion. Temporary licensees may practice only in an agency or group practice with at least one independently licensed provider, never solo. Social workers hold an LMSW, since social work practice in Iowa requires a license. Whether hours earned before a temporary license is issued count is not stated, so confirm with the board.

Supervision Plans and Reports

A supervision plan, signed by the supervisor and supervisee, is submitted to the board before supervision begins with each supervisor. The board does not approve plans unless the supervisor does not meet the standard qualifications. When a supervisor stops supervising, or the experience is complete, that supervisor completes and signs a Supervision Report. Temporary licensees must submit the report within 30 days of completing the experience. Both forms are emailed to the board.

More Than One Supervisor

A supervisee may use up to four supervisors at any given time and must tell each supervisor about the others (481 IAC 880.7(1)(f)). Each supervisor needs their own plan and files their own report. Supervision should be spread evenly across the whole experience, and it continues after the 110 hours are reached until the experience ends.

Virtual Supervision in Iowa

Direct supervision may take place in person or by videoconference, with no percentage limit on video (481 IAC 880.7(1)(e)). By statute, the board may not require in-person supervision or live or recorded observation of client interaction (Iowa Code 154C.3(4) and 154D.2(2)). The older requirement of 24 observed hours was removed in 2025.

Interstate Compacts

Iowa has enacted both the Counseling Compact and the Social Work Licensure Compact, and rules for both took effect October 7, 2026. Neither compact is issuing privileges or multistate licenses in Iowa yet. There is no MFT compact.

How to Become a Clinical Supervisor in Iowa

The same supervisor standards apply to all three tracks, so supervision across professions is allowed. Always confirm current standards with the board.

Becoming an LISW Supervisor

• Hold an active Iowa LISW license
• Complete at least 3 years of independent practice
• Complete a six-hour continuing education course or a graduate course in supervision. The board does not approve the course
• Complete 3 hours of continuing education in supervision for your renewals

Becoming an LMHC or LMFT Supervisor

• Hold an active Iowa LMHC or LMFT license
• Complete at least 3 years of independent practice
• Complete a six-hour continuing education course or a graduate course in supervision
• Complete 3 hours of continuing education in supervision each renewal period while serving as a supervisor

There is no supervisor registration. DIAL keeps an optional public list of supervisors, which you can join by emailing your training certificate. If you are not on the list, proof of your training goes with the supervisee's plan.
