Licensing Board Overview

Minnesota has two boards that regulate clinical supervision. The Board of Behavioral Health and Therapy (BBHT) oversees counselors (LPC/LPCC) and marriage and family therapists (LMFT). The Board of Social Work oversees social workers (LISW/LICSW). Always verify requirements with the relevant board.

Minnesota uses a two-tier system for counselors: LPC is the entry-level license, and LPCC (Licensed Professional Clinical Counselor) is the independent clinical license. For social work, the path goes from LISW (Licensed Independent Social Worker) to LICSW (Licensed Independent Clinical Social Worker). The hour requirements are among the highest in the country, particularly for LPCC (4,000 hours) and LICSW (which can require up to 8,000 total hours depending on the path).

LPCC: Licensed Professional Clinical Counselor

Minnesota's LPCC is the independent clinical counseling license. You start as an LPC and accrue supervised experience to qualify for the LPCC.

Supervised Experience Requirements

  • Total supervised experience: Typically 4,000 hours of post-master's supervised practice (confirm current requirements with your licensing board)
  • Duration: Minimum 24 months, maximum 72 months
  • Supervision hours: Typically 200 hours of supervision (confirm current requirements with your licensing board)
  • Individual supervision: At least 50% (100 hours) must be individual supervision
  • Group supervision: Group supervision permitted for the remaining hours
  • Direct client contact: Must include clinical work involving diagnosis and treatment of mental health conditions

Supervisor Qualifications

  • Must hold an active Minnesota LPCC license (or equivalent approved credential)
  • Board-approved supervisor status
  • Completion of approved supervision training
  • Must maintain ongoing CE in supervision

LICSW: Licensed Independent Clinical Social Worker

Minnesota's LICSW is the highest-level social work credential. The path is LISW to LICSW. The clinical upgrade requires substantial additional supervised experience.

LISW Supervised Experience Requirements

  • Total supervised experience: Typically 4,000 hours of post-master's supervised social work practice (confirm current requirements with your licensing board)
  • Supervision hours: Typically 100 hours of supervision (confirm current requirements with your licensing board)
  • Clinical work: Experience in social work practice at the independent level

LICSW Clinical Upgrade Requirements

  • Total postgraduate clinical experience: Typically 4,000 to 8,000 hours of postgraduate supervised clinical practice total (not in addition to LISW hours), depending on the path (confirm current requirements with your licensing board)
  • Supervision hours: At least 200 hours of supervision total for the LICSW (some overlap with LISW supervision hours is possible)
  • Individual supervision: At least 100 hours must be individual
  • Clinical focus: Must include psychotherapy, clinical assessment, diagnosis, and treatment planning
  • Exam: ASWB Clinical examination required

Supervisor Qualifications

  • Must hold an active Minnesota LICSW license
  • Board-approved clinical supervisor status

LMFT: Licensed Marriage and Family Therapist

Minnesota's LMFT requires post-graduate supervised experience in marriage and family therapy.

Supervised Experience Requirements

  • Direct client contact: Must include substantial work with couples and families

Minnesota-Specific Details

High Hour Requirements

Minnesota's supervised experience requirements are among the highest in the country. The LPCC requires 4,000 hours (compared to 2,000-3,000 in most states). The LICSW path can total 8,000 hours or more when you add the LISW and LICSW requirements together. This means supervision relationships in Minnesota often last 3 to 5 years. Plan your documentation accordingly.

Two-Tier Counseling System

Minnesota has both an LPC and an LPCC. The LPC requires roughly 2,000 hours of supervised experience and allows practice under supervision. The LPCC requires the full 4,000 hours and is the independent clinical license that allows autonomous practice including diagnosis and treatment. If you're moving to Minnesota from a state that only has "LPC" as the clinical license, understand that Minnesota's LPC is not the same level of credential.

Individual Supervision Minimums

At least 50% of LPCC supervision must be individual. Group supervision is permitted but check with the relevant board for any supervisee-per-group limits, as they may differ by discipline. The LICSW path also has an individual supervision minimum.

Documentation Requirements

  • Written supervision plan or agreement before supervision begins
  • Documentation of each supervision meeting: date, duration, format (individual or group), and topics covered
  • Hour tracking with breakdowns between individual and group supervision
  • Supervisor verification and attestation at completion
  • Board application requires official documentation of all supervised experience
  • Retain records for at least 7 years given the length of typical supervision periods

Virtual Supervision in Minnesota

Minnesota permits virtual supervision. The Board of Behavioral Health and Therapy has provisions allowing supervision via real-time videoconferencing for LPCC and LMFT supervision (verify social work supervision policies with the Board of Social Work). Per MN Rules 2150.5010, at least 75% of required supervision hours must be in person or through real-time, two-way interactive audio and visual communication. The remaining 25% of hours may be received by telephone or audio/audiovisual device. Documentation should note the modality used for each supervision meeting. How to Become a Clinical Supervisor in Minnesota

  • Licensure: Must hold an active Minnesota LPCC, LPC, or licensed psychologist license (or be another qualified supervisor as determined by the board)
  • Clinical experience: A minimum of 4 years of professional counseling experience
  • Supervision training: A minimum of 45 hours of formal training in providing counseling supervision. This can include graduate coursework, continuing education courses, workshops, or a combination
  • Approval: Must be approved by the Board of Behavioral Health and Therapy before supervising. Supervisors approved before July 5, 2005 are considered to have met the training requirement

Becoming an LICSW Supervisor in Minnesota

Social work supervisor requirements are defined in Minnesota Statute 148E.120 and regulated by the Board of Social Work.

  • Licensure: Must hold an active Minnesota LICSW license in good standing
  • Supervision training: Must complete 30 hours of training in supervision through coursework from an accredited college or university, or through continuing education
  • Clinical experience: For clinical licensing supervision, must have at least 2,000 hours of experience in authorized social work practice, including 1,000 hours of clinical practice after obtaining the LICSW license
  • Competency: Must be competent in the activities being supervised
  • Registration: Must attest on a board-provided form that all supervisor requirements are met. The board may audit this information

Becoming an LMFT Supervisor in Minnesota

  • Licensure: Must hold an active Minnesota LMFT license in good standing
  • Clinical experience: Must meet the Board of Behavioral Health and Therapy's post-licensure experience requirements (confirm with the board)
  • Supervision training: Must complete board-approved supervisor training. AAMFT Approved Supervisor designation is commonly accepted
  • Application: Must receive board approval before supervising pre-licensed MFTs
