Clinical Supervision Requirements in Oklahoma

Licensing Board Overview

Oklahoma regulates mental health professions through two boards. Social workers are governed by the Oklahoma State Board of Licensed Social Workers (OSBLSW). Counselors and marital and family therapists are governed by the State Board of Behavioral Health Licensure (BBHL).

The BBHL's current rules took effect on September 1, 2026. They removed the on-site supervisor role, the board's prior approval of video supervision, the 24-hour on-call agreement, and the two observations every six months. Many older summaries still describe those rules.

LCSW: Licensed Clinical Social Worker (Oklahoma)

Oklahoma's LCSW requirements are in OAC 675:10-1-1.2 and 675:12-1-6. Candidates hold a Licensed Master's Social Worker (LMSW) or LSWA license, and the board must approve the supervision contract before supervision begins. Supervision completed before approval does not count.

Supervised Experience Requirements

• Total supervised experience: 3,000 hours of supervised clinical experience. HB 3015 cut this from 4,000 hours, effective November 1, 2024, and the rules followed in July 2025. Some board forms still say 4,000.
• Direct client contact: The rule describes the 3,000 hours as direct client contact, excluding administrative work, case management, travel and training. The board's FAQ counts some related work, so confirm with the board what counts.
• Supervision hours: At least 100 hours of educational supervision
• Frequency: If you work 20 or more hours a week, an average of at least one continuous hour a week, with no more than two weeks between meetings (then two hours). If you work 19 hours or less, at least one hour every two weeks.
• Group supervision: No more than 4 supervisees, all seeking the same level of licensure, and no more than half of supervision time in each evaluation period
• Setting: No private or independent practice and no contract work while under supervision
• Exam: ASWB Clinical Examination

Supervisor Qualifications

• A supervisor in your own agency must be an LCSW with at least 2 years of work experience after passing the licensure exam
• A supervisor outside your agency must be a Board Approved Supervisor (5 years of full-time work after the MSW, 3 in the specialty, 2 years of supervising for licensure, and 2 reference letters)
• All supervisors for licensure complete the board's supervisor training at least once every 3 years

LPC: Licensed Professional Counselor (Oklahoma)

Oklahoma's LPC is governed by OAC 86:10-11-5. Candidates hold an LPC Candidate credential while accruing hours.

Supervised Experience Requirements

• Total supervised experience: 3,000 clock hours of full-time, on-the-job experience, completed within 60 months of the first supervision agreement's approval
• Direct client contact: At least 1,000 hours must be direct client contact
• Supervision hours: At least 100 hours of supervision, counted inside the 3,000, with at least 45 minutes of supervision every week
• Exam: NCE (National Counselor Examination) and OLERE (Oklahoma Legal and Ethical Responsibilities Examination), both passed before hours can accrue

Supervisor Qualifications

• An NBCC Approved Clinical Supervisor familiar with the Oklahoma LPC Act and rules, or
• An LPC who has practiced at least 2 years beyond the Oklahoma license date, completed a 45-contact-hour graduate course in counselor supervision or its equivalent, and passed the OLERE
• 3 clock hours of supervision continuing education each renewal period
• No more than 12 candidates at a time, unless the board grants a petition

LMFT: Licensed Marital and Family Therapist (Oklahoma)

Oklahoma's LMFT is governed by OAC 86:15-9-4. Candidates hold an LMFT Candidate credential while accruing hours.

Supervised Experience Requirements

• Total supervised experience: 3,000 clock hours over at least 24 months, completed within 60 months
• Direct client contact: At least 1,000 hours of direct client contact, including at least 250 hours of supervised relational contact (two or more members of the relational system present)
• Supervision hours: At least 100 hours of supervision, in person or by secure video, with at least 45 minutes every week
• Exam: AMFTRB National Examination and Oklahoma LMFT Examination, both passed before hours can accrue

Supervisor Qualifications

• An AAMFT Approved Supervisor familiar with Oklahoma rules, or
• An LMFT with 2 years of MFT experience beyond the years required for licensure and a 45-hour graduate supervision course or its equivalent
• No more than 12 candidates at a time

Oklahoma-Specific Details

Candidate Status and Supervision Agreements

Counseling and MFT candidates need BBHL approval before hours count: an accepted application, passing scores on both exams, and an approved supervision agreement. The board requires a separate agreement for each location where you earn hours, uploaded with a W-4. Hours count from the date the agreement is approved.

Candidates in private practice settings must be employees of that practice. When a supervision agreement ends, it must be terminated within 3 business days.

Semi-Annual Evaluations (LPC and LMFT)

Candidates report hours in the BBHL portal one week at a time, in quarter-hour blocks, with a zero for weeks without supervision. Each Board Approved Supervisor has their own evaluation and approves it in the portal. The Evaluation of Supervised Experience is due every 6 months from the first agreement's approval. An evaluation submitted more than 60 days after its due date is not credited.

Social Work Evaluations

LCSW evaluations are tied to milestones: one at 50 supervision hours and 1,500 clinical hours, another at 100 and 3,000, and a partial evaluation when you change supervisor or job. Each is due within 30 days. Paperwork more than six months late is not accepted, and those hours are not granted.

State Jurisprudence Exams

In addition to national exams, Oklahoma requires LPC and LMFT candidates to pass state exams (the OLERE for LPCs and the Oklahoma LMFT Examination) before supervised hours can begin.

Virtual Supervision in Oklahoma

For LPC and LMFT candidates, technology-assisted supervision (video over a secure internet connection) counts toward the 100 hours. There is no cap, and since September 1, 2026 it no longer needs the board's prior approval. For social workers, face-to-face supervision includes supervision on electronic platforms. No rule sets a percentage limit on virtual supervision.

Interstate Compacts

Oklahoma is a Counseling Compact member, and the BBHL says it has issued and accepted privileges to practice since October 1, 2026. Oklahoma enacted the Social Work Licensure Compact in 2025 (HB 2261, effective November 1, 2025), but the board says full implementation is still some way off. There is no MFT compact.

How to Become a Clinical Supervisor in Oklahoma

Each board sets its own route to supervising. Always confirm current standards with the respective board.

Becoming an LCSW Supervisor

• Hold an active Oklahoma LCSW license
• Have at least 2 years of work experience after passing the licensure exam to supervise within your agency
• Apply to become a Board Approved Supervisor if you will supervise people outside your agency
• Complete the board's supervisor training, and repeat it at least every 3 years

Becoming an LPC or LMFT Supervisor

• Hold an NBCC ACS (LPC) or AAMFT Approved Supervisor (LMFT) credential, or meet the experience route above
• Complete a 45-hour graduate supervision course or its equivalent; LPC supervisors also pass the OLERE
• Submit the Supervisor Application in the BBHL portal
• Keep supervision records for 5 years (LPC) or 7 years (LMFT) after supervision ends
