Clinical Supervision Requirements in Maine

Licensing Board Overview

Maine regulates mental health professions through two primary boards under the Office of Professional and Occupational Regulation. Social workers are governed by the State Board of Social Worker Licensure, while counselors and marriage and family therapists are governed by the Board of Counseling Professionals Licensure.

LCSW: Licensed Clinical Social Worker (Maine)

Maine's LCSW is governed by the State Board of Social Worker Licensure, 02-416 CMR Ch. 13. Candidates typically hold a Licensed Master Social Worker - Conditional Clinical (LMSW-CC) credential while accruing supervised experience.

Supervised Experience Requirements

• Total supervised experience: 3,200 hours of paid social work employment in clinical practice, alongside the required consultation
• Timeframe: Must be completed in no less than 2 years. At least 50% of the consultation and employment hours must fall within the 4 years before you apply
• Supervision hours: At least 96 hours of consultation, at least 72 of them individual. No more than 24 hours may be in groups of 8 or fewer
• Setting: Experience must be in clinical settings such as public or private agencies, schools, or institutions. No credit is given for private or self-employed practice
• Non-clinical MSW: Applicants whose MSW did not have a clinical concentration need 6,400 hours and 192 hours of consultation over at least 4 years
• Exam: ASWB Clinical Examination

Supervisor Qualifications

• Consultants may hold an LCSW, CSW-IP, LCPC, or LMFT license, or be a licensed psychologist or psychiatrist
• A similarly credentialed licensee in any of these professions from any state or country also qualifies

LCPC: Licensed Clinical Professional Counselor (Maine)

Maine's LCPC is governed by the Board of Counseling Professionals Licensure, 02-514 CMR Ch. 3. Candidates hold a Conditional Clinical Professional Counselor license while accruing hours.

Supervised Experience Requirements

• Total supervised experience: 3,000 hours of supervised clinical experience over at least 2 years after the degree. This rises to 4,000 hours if the graduate internship was 600 rather than 900 hours
• Direct client contact: At least 1,500 hours must be direct client contact (2,000 on the 4,000-hour path)
• Supervision hours: At least 100 hours of clinical supervision with your approved supervisor, at least 50 of them individual (150 and 75 on the 4,000-hour path)
• Rate: Roughly 1 hour of supervision per 30 hours of experience, with substantial regularity
• Exam: NCMHCE (National Clinical Mental Health Counseling Examination). The NCE is also required for the conditional license

Supervisor Qualifications

• Must hold an LCPC, LMFT, licensed pastoral counselor, LCSW, or CSW-IP license, or be a licensed psychologist or psychiatrist, and not be under suspension or probation
• Must also meet one of these: 5 years licensed (no more than 2 of them as a conditional licensee), a national certification in supervision, or 30 contact hours of supervision training plus 1 year of licensed practice above the conditional level
• May not be related to, living with, or in a personal relationship with the supervisee

LMFT: Licensed Marriage and Family Therapist (Maine)

Maine's LMFT is governed by the Board of Counseling Professionals Licensure, 02-514 CMR Ch. 4. Candidates hold a Conditional Marriage and Family Therapist license while accruing hours.

Supervised Experience Requirements

• Total supervised experience: 3,000 hours of supervised clinical experience over at least 2 years. This rises to 4,000 hours if the graduate internship was 600 rather than 900 hours
• Direct client contact: At least 1,000 hours of direct client contact, and all of them must be with couples and families (1,500 on the 4,000-hour path)
• Supervision hours: At least 200 hours of clinical supervision, at least 100 of them individual (300 and 150 on the 4,000-hour path)
• Rate: Roughly 1 hour of supervision per 15 hours of experience
• Exam: AMFTRB National Examination

Supervisor Qualifications

• The same license list as for the LCPC: LCPC, LMFT, licensed pastoral counselor, LCSW, CSW-IP, licensed psychologist, or licensed psychiatrist
• Must also meet the same experience or training criterion (5 years licensed, a national supervision certification, or 30 hours of training plus 1 year). An AAMFT Approved Supervisor designation alone does not qualify

Maine-Specific Details

Conditional Licensure

Counselors and marriage and family therapists must hold a conditional license before they can begin accruing hours toward full licensure, unless the board waives it. Social work has changed. Since March 23, 2026, state law (PL 2025, c. 584) says an LCSW applicant is not required to hold the LMSW-CC, and the board must consider equivalent consultation and experience from Maine or elsewhere. Chapter 13 of the board's rules has not yet been updated to match, so confirm how your hours will be treated with the board.

Supervision Plans and Changing Supervisors

For counseling and MFT, each supervisor files a Proposed Supervision Plan for the supervisee, and supervision counts only with a board-approved supervisor. A conditional licensee may not change supervisors without prior written approval from the board. At the end of each supervision plan, the supervisor completes a Supervisor's Affidavit that reports both the supervision hours and the supervisee's experience hours for that period.

For social work, each consultant and consultee sign an Agreement to Provide Consultation. If consultation ends early, both notify the board within 10 days, and a new arrangement is filed within 10 days. A separate Verification of Consultation is completed for each consultant and each employment setting, and it reports the total hours worked as well as the consultation hours.

Interstate Compacts

Maine is a member of the Counseling Compact and the Social Work Licensure Compact. As of our last review, Maine was not yet issuing counseling compact privileges, and multistate social work licenses were not yet being issued. There is no MFT compact.

Virtual Supervision in Maine

The two boards differ. For counseling and MFT, live audio or video conferencing may replace physical presence for no more than half of the required individual supervision hours (25 of 50 for the LCPC, 50 of 100 for the LMFT). The counseling board refused an all-virtual supervision plan in April 2026. For social work, consultation may be in person, by live video, or any combination, but audio-only consultation is not permitted.

How to Become a Clinical Supervisor in Maine

Supervisor requirements in Maine vary by discipline. Neither board keeps a separate supervisor registry. Approval happens through each supervisee's plan or agreement. Always confirm current standards with the respective board.

Becoming an LCSW Supervisor

• Hold an LCSW, CSW-IP, LCPC, or LMFT license, or be a licensed psychologist or psychiatrist. A similarly credentialed licensee from any state or country also qualifies
• Sign an Agreement to Provide Consultation with each consultee and file it with the board
• Complete a Verification of Consultation when the consultation ends

Becoming an LCPC Supervisor

• Hold an LCPC, LMFT, licensed pastoral counselor, LCSW, or CSW-IP license, or be a licensed psychologist or psychiatrist. The board's plan form asks for a full, active Maine license, so confirm with the board if you are licensed elsewhere
• Meet one of the experience or training criteria: 5 years licensed, a national supervision certification, or 30 hours of supervision training plus 1 year at the full licensure level
• Submit a Proposed Supervision Plan for each supervisee and receive board approval

Becoming an LMFT Supervisor

• Hold one of the same qualifying licenses as an LCPC supervisor. An AAMFT Approved Supervisor designation alone is not enough
• Meet one of the same experience or training criteria
• Submit a Proposed Supervision Plan for each supervisee and receive board approval
