Licensing Board Overview
Pennsylvania licenses clinical mental health professionals through boards under the Department of State's Bureau of Professional and Occupational Affairs. Social workers fall under the State Board of Social Workers, Marriage and Family Therapists and Professional Counselors. It's one combined board covering all three professions.
Pennsylvania follows a fairly uniform structure: each license type requires 3,000 hours of supervised experience with supervision provided at a consistent ratio. The supervision requirements are nearly identical across LCSW, LPC, and LMFT, which is unusual compared to many states.
LPC: Licensed Professional Counselor
Pennsylvania's LPC requires a graduate degree in counseling and a period of supervised clinical experience.
Supervised Experience Requirements
- Total supervised experience: Typically 3,000 hours of supervised clinical experience (confirm current requirements with your licensing board)
- Duration: No fewer than 2 years and no more than 6 years
- Supervision ratio: At least 2 hours of face-to-face supervision for every 40 hours of supervised experience
- Supervision hours: This works out to roughly 150 supervision hours over the full period
- Individual supervision: At least 1 of the 2 required supervision hours per 40-hour block must be individual (one-on-one)
- Maximum supervisees: A supervisor may supervise no more than 6 supervisees at one time
Supervisor Qualifications
- Must hold an active Pennsylvania LPC license
- At least 5 years of clinical practice experience within the last 10 years
- Must provide the supervisee with a written supervision agreement before supervision begins (best practice, though not explicitly mandated in the Pa. Code)
LCSW: Licensed Clinical Social Worker
Pennsylvania's LCSW is the clinical-level social work license, requiring post-master's supervised experience.
Supervised Experience Requirements
- Total supervised experience: Typically 3,000 hours of supervised clinical social work experience (confirm current requirements with your licensing board)
- Duration: No fewer than 2 years and no more than 6 years
- Supervision ratio: At least 2 hours of face-to-face supervision for every 40 hours of supervised experience
- Individual supervision: At least 1 of the 2 required supervision hours per 40-hour block must be individual (one-on-one)
- Maximum supervisees: 6 supervisees per supervisor at any one time
- Clinical focus: Experience must involve the application of clinical social work theory and methods
Supervisor Qualifications
- Must hold an active Pennsylvania LCSW license
- At least 5 years of clinical experience within the last 10 years
LMFT: Licensed Marriage and Family Therapist
Pennsylvania's LMFT requires post-graduate supervised experience in marriage and family therapy.
Supervised Experience Requirements
- Total supervised experience: Typically 3,000 hours of supervised experience in marriage and family therapy (confirm current requirements with your licensing board)
- Maximum supervisees: 6 supervisees per supervisor at any one time
Supervisor Qualifications
- Must hold an active Pennsylvania LMFT license
- At least 5 years of experience within the last 10 years
- AAMFT Approved Supervisor designation may also qualify
Pennsylvania-Specific Details
Uniform Supervision Structure
Unlike most states, Pennsylvania applies nearly the same supervision framework to all three license types: 3,000 hours, 2 hours of supervision per 40 hours worked, 2-to-6-year timeline, and a 6-supervisee cap. This consistency simplifies things for supervisors who oversee professionals in more than one discipline.
Child Abuse Recognition Training
Pennsylvania requires 3 hours of approved child abuse recognition and reporting training for all licensure applicants. This is a state-specific requirement and must be completed before the board will issue a license.
Documentation Requirements
- Written supervision agreement must be in place before supervision begins
- Ongoing documentation of supervision meetings, hours accrued, and clinical activities
- Supervisor must verify clinical hours and submit required board forms at completion
- Supervision logs should include dates, supervision type (individual or group), duration, and topics
- Retain records for at least 5 years after licensure (board audit is possible)
Virtual Supervision in Pennsylvania
Pennsylvania's regulations reference "face-to-face" supervision without explicitly defining whether that includes video. The board has not issued formal guidance permitting or prohibiting video-based supervision. Many supervisors in the state do incorporate telehealth-style supervision into their practice, but if you plan to conduct supervision primarily by video, it's worth confirming current board interpretation before proceeding.

How Guidara Helps Pennsylvania Supervisors
Pennsylvania's 2-hours-per-40-hours supervision ratio means both the supervisor and the supervisee need to keep careful count as hours accumulate over 2 to 6 years. Guidara gives you structured timesheets with running totals, so you always know where you stand. Supervisors and supervisees document each supervision meeting together, sign off digitally, and export clean records when it's time to submit to the board.
Keep your Pennsylvania supervision records organized
Guidara tracks hours, captures signatures, and stores documentation so you're always ready when the board asks.
