Clinical Supervision Requirements in California

Licensing Board Overview

The California Board of Behavioral Sciences (BBS) regulates LCSW, LPCC, and LMFT licenses under Business and Professions Code (BPC) Division 2 and CCR Title 16, Division 18. California's supervision requirements are among the most detailed in the country, with specific rules covering hour categories, supervision format ratios, and a requirement that associates work as employees or volunteers, never as independent contractors.

LCSW: Licensed Clinical Social Worker (California)

California's LCSW is governed by BPC §4996.23. Candidates register as an Associate Clinical Social Worker (ASW) per §4996.28. The ASW registration is valid for up to 5 renewals, with a 6-year total limit from date of issuance.

Supervised Experience Requirements

  • Total supervised experience: 3,000 hours of post-master's supervised experience over at least 104 weeks (per §4996.23(d))
  • Clinical hours: At least 2,000 clinical hours, of which a minimum of 750 must be face-to-face psychotherapy (§4996.23(d)(2))
  • Nonclinical hours: Maximum 1,000 (§4996.23(d)(3))
  • Supervisor type split: At least 1,700 hours must be under an LCSW supervisor. Remaining hours may be under LCSW, LMFT, LPCC, psychologist, LEP, or psychiatrist (§4996.23(d)(1))
  • Weekly cap: Maximum 40 hours in any 7 consecutive days (§4996.23(d)(5))
  • Supervision frequency: At least 1 hour per week per setting. If more than 10 hours of direct clinical work in a week, at least 1 additional hour. Maximum 6 supervision hours credited per week (§4996.23.1)
  • Individual/triadic requirement: Of the 104 weeks, 52 must include individual or triadic supervision. 13 of those 52 weeks must be under an LCSW supervisor (§4996.23.1(f)-(g))
  • Exams: ASWB Clinical exam plus a California Law and Ethics (L&E) exam (L&E must be taken within the first year of ASW registration)

Supervisor Qualifications (§4996.20)

  • Must hold an active California LCSW (or other qualifying license) for at least 2 years within the preceding 5 years
  • Must have practiced psychotherapy or provided direct clinical supervision for at least 2 years within the same 5-year window
  • Must have completed supervision training as specified by BBS regulation (commonly cited as 15 hours)
  • Must complete 6 hours of continuing professional development in supervision each renewal period
  • Cannot be the supervisee's spouse, domestic partner, or relative

LPCC: Licensed Professional Clinical Counselor (California)

California's LPCC is governed by BPC §4999.46. Candidates register as an Associate Professional Clinical Counselor (APCC) per §4999.12.5. All 3,000 hours must be post-degree (no pre-degree hours count for LPCC).

Supervised Experience Requirements

  • Total supervised experience: 3,000 hours post-degree over at least 104 weeks (per §4999.46(c)(1))
  • Direct clinical counseling: At least 1,750 hours with individuals, groups, couples, or families (§4999.46(c)(3))
  • Nonclinical hours: Maximum 1,250 (§4999.46(c)(4))
  • Weekly cap: Maximum 40 hours in any 7 consecutive days (§4999.46(c)(2))
  • Supervision frequency: At least 1 hour per week per setting. Additional hour if more than 10 clinical hours per week. Maximum 6 supervision hours credited per week (§4999.46.2)
  • Individual/triadic requirement: Of the 104 weeks, 52 must include individual or triadic supervision (§4999.46.2(a)(4))
  • Same-week rule: Supervision must occur in the same week as the hours being claimed (§4999.46.2(e))
  • 6-year limit: Hours must not be gained more than 6 years before application (§4999.46(e))
  • Exams: NCMHCE (National Clinical Mental Health Counseling Examination) plus the California Law and Ethics exam (L&E must be taken within the first year of APCC registration)

Supervisor Qualifications (§4999.12(h))

  • Must hold an active qualifying license (LPCC, LMFT, LCSW, psychologist, LEP, or psychiatrist) for at least 2 years within the preceding 5 years
  • Must have practiced psychotherapy or provided direct clinical supervision for at least 2 years within the same 5-year window
  • Must have completed supervision training as specified by BBS regulation
  • Must complete 6 hours of continuing professional development in supervision each renewal period
  • Cannot be the supervisee's spouse, domestic partner, or relative

LMFT: Licensed Marriage and Family Therapist (California)

California's LMFT is governed by BPC §4980.43. Candidates register as an Associate Marriage and Family Therapist (AMFT) per §4980.03(b). Unlike LCSW and LPCC, LMFT allows up to 1,300 pre-degree hours to count toward the total.

Supervised Experience Requirements

  • Total supervised experience: 3,000 hours over at least 104 weeks (per §4980.43(c)(1))
  • Post-degree minimum: At least 1,700 hours must be post-degree (§4980.43(c)(3))
  • Pre-degree maximum: Up to 1,300 hours, of which no more than 750 may be counseling + supervisor contact hours (§4980.43(c)(4)-(5))
  • Direct clinical counseling: At least 1,750 hours, including a minimum of 500 hours treating couples, families, and children (§4980.43(c)(8))
  • Nonclinical hours: Maximum 1,250 (§4980.43(c)(10))
  • Weekly cap: Maximum 40 hours in any 7 consecutive days (§4980.43(c)(2))
  • Supervision frequency: At least 1 hour per week per setting. If more than 10 clinical hours per week, at least 1 additional hour. Maximum 6 supervision hours credited per week (§4980.43.2)
  • Trainee ratio: Average 1 hour of supervision per 5 hours of clinical counseling per week (§4980.43.2(a)(2))
  • Individual/triadic requirement: Of the 104 weeks, 52 must include individual or triadic supervision (§4980.43.2(a)(4))
  • 6-year limit: Hours must not be gained more than 6 years before application. Exception: up to 500 practicum hours are exempt from this limit (§4980.43(c)(7))
  • Exams: LMFT Clinical Examination (administered by Pearson VUE on behalf of BBS) plus the California Law and Ethics exam

Supervisor Qualifications (§4980.03(g))

  • Must hold an active qualifying license (LMFT, LPCC, LCSW, psychologist, LEP, or psychiatrist) for at least 2 years within the preceding 5 years
  • Must have practiced psychotherapy or provided direct clinical supervision for at least 2 years within the same 5-year window
  • Must have completed supervision training as specified by BBS regulation
  • Must complete 6 hours of continuing professional development in supervision each renewal period
  • Cannot be the supervisee's spouse, domestic partner, or relative

Documentation Requirements

California's BBS has detailed documentation requirements. Supervisors must submit a Supervisor Responsibility Statement to the BBS before beginning supervision. Key documentation includes:

  • Supervisor Responsibility Statement: Must be completed and filed with BBS before supervision begins
  • Written supervision agreement: Signed by both parties before supervision starts, outlining goals, structure, and expectations
  • Weekly experience logs: BBS provides structured experience verification forms. Hours must be tracked by category (direct clinical, nonclinical, supervision type)
  • Verification of experience: At the conclusion of supervision, the supervisor completes board-required verification forms attesting to the associate's hours and competencies
  • Written oversight agreement: Required when the supervisor is not employed by the associate's employer (§4996.23.3(d), §4980.43.4(d), §4999.46.4(d))
  • Record retention: Both parties should maintain copies of all supervision records

Virtual Supervision in California

California explicitly defines "face-to-face" supervision to include two-way, real-time videoconferencing (per §4996.23.1(c), §4980.43.2(b)(2), §4999.46.2(b)(2)). Within 60 days of starting supervision, the supervisor must assess whether videoconferencing is appropriate, considering the supervisee's abilities, preferences, and the privacy of both locations. This assessment must be documented, and the supervisor may not use videoconferencing if it is found inappropriate. All supervision format rules (individual, triadic, group) apply the same whether conducted in person or via video.

California-Specific Details

Associate Designations

California uses specific associate titles for pre-licensed professionals:

  • ASW (Associate Clinical Social Worker) — for LCSW candidates, per §4996.28
  • AMFT (Associate Marriage and Family Therapist) — for LMFT candidates, per §4980.03(b)
  • APCC (Associate Professional Clinical Counselor) — for LPCC candidates, per §4999.12.5

All associate registrations allow up to 5 renewals with a 6-year total limit from date of issuance. Associates must work as employees or volunteers only and may never practice as independent contractors.

Six-Year Limit

Hours of supervised experience must not be gained more than 6 years before the date of licensure application. For LMFT candidates, up to 500 practicum hours are exempt from this limit. This rule applies to all three license types.

Employment Restriction

California requires associates (ASW, AMFT, APCC) to work as employees (W-2) or volunteers. Independent contractor arrangements are prohibited for pre-licensed professionals. This applies across all three license types and all practice settings.

Uniform Supervisor Qualifications

All three license types share nearly identical supervisor qualifications: active license for at least 2 years within the preceding 5 years, with 2 years of psychotherapy practice or direct clinical supervision in the same window. Six license types are accepted as supervisors: LCSW, LMFT, LPCC, licensed psychologist, licensed educational psychologist (LEP), and board-certified psychiatrist. The primary distinction is that LCSW candidates must complete at least 1,700 of their 3,000 hours under an LCSW supervisor.

Supervisee Caps

In nonexempt settings (including private practices and professional corporations), supervisors may not individually or triadically supervise more than 6 persons who are not yet fully licensed at one time (§4996.23.3(c), §4980.43.4(c), §4999.46.4(c)).

No Licensure Compacts

As of our last review, California has not joined any interstate licensure compacts for social work, counseling, or marriage and family therapy. Out-of-state licensees must apply through BBS's out-of-state pathways (§4996.17 for LCSW, §4980.72 for LMFT, §4999.60/§4999.61 for LPCC), which may waive the clinical exam but require the California Law and Ethics exam plus specific coursework.

How to Become a Clinical Supervisor in California

  • Licensure: Must hold an active, unrestricted California LPCC license (or other qualifying license) for at least 2 years within the 5-year period immediately preceding supervision (per Business and Professions Code §4999.12)
  • Practice experience: Must have practiced psychotherapy or provided direct clinical supervision for at least 2 years within the same 5-year window
  • Supervision training: Must complete a minimum of 15 hours of supervision training and mentoring, covering supervision models, California law and ethics, cultural responsiveness, and evaluation methods
  • Ongoing training: 6 hours of continuing professional development in supervision during each renewal period
  • Responsibility statement: Must complete and submit the BBS Supervisor Responsibility Statement before beginning supervision

Becoming an LCSW Supervisor in California

  • Licensure: Must hold an active, unrestricted California LCSW license (or other qualifying license) for at least 2 years within the 5-year period immediately preceding supervision (per BPC §4996.20)
  • Practice experience: Must have practiced psychotherapy or provided direct clinical supervision for at least 2 years within the same 5-year window
  • Supervision training: Must complete a minimum of 15 hours of supervision training and mentoring, covering similar domains as LPCC supervision training
  • Ongoing training: 6 hours of continuing professional development in supervision each renewal cycle
  • Responsibility statement: Must complete the BBS Supervisor Responsibility Statement

Becoming an LMFT Supervisor in California

  • Licensure: Must hold an active, unrestricted California LMFT license (or other qualifying license) for at least 2 years within the 5-year period immediately preceding supervision (per BPC §4980.03)
  • Practice experience: Must have practiced psychotherapy or provided direct clinical supervision for at least 2 years within the same 5-year window
  • Supervision training: Must complete a minimum of 15 hours of supervision training and mentoring
