Licensing Board Overview
Arizona licenses counselors, social workers, marriage and family therapists, and addiction counselors through a single board: the Board of Behavioral Health Examiners (BBHE). The board regulates four behavioral health disciplines under one roof, which simplifies things compared to states that split these professions across multiple boards.
Arizona uses a two-tier system. You work as an associate-level licensee under supervision before qualifying for independent licensure. The board's detailed supervision requirements are codified in A.R.S. Title 32, Chapter 33 and the Arizona Administrative Code (A.A.C.) Title 4, Chapter 6. Arizona is also a member of both the Counseling Compact and the Social Work Compact.
LPC: Licensed Professional Counselor
Arizona's LPC is the independent counseling license. You hold an associate license and work under supervision until you meet the requirements for independent practice.
Supervised Experience Requirements
- Duration: At least 24 months of post-master's supervised work experience in professional counseling (per A.R.S. § 32-3301)
- Direct client contact: At least 1,600 hours of direct client contact
- Clinical supervision: At least 100 hours of clinical supervision as prescribed by board rule
- Psychoeducation cap: No more than 400 of the direct client contact hours may be in psychoeducation
- Doctoral credit: A doctoral-clinical internship may satisfy one year of work experience under supervision
Supervisor Qualifications
- Must hold an active, unrestricted Arizona behavioral health license at the independent practice level
- Board-approved supervisor status as prescribed by A.A.C. Title 4, Chapter 6
- Must attest on a board-approved form that the supervisee demonstrated satisfactory competency in clinical documentation, consultation, collaboration, and coordination of care
- Must provide a rating of at least "satisfactory" in overall performance
LCSW: Licensed Clinical Social Worker
Arizona's LCSW requires post-master's supervised clinical experience working as a Licensed Master Social Worker (LMSW) under supervision.

LMFT: Licensed Marriage and Family Therapist
Arizona's LMFT requires post-master's supervised experience specifically in marriage and family therapy.
Supervised Experience Requirements
- Duration: At least 24 months of post-master's experience in marriage and family therapy under supervision (per A.R.S. § 32-3311)
- Total direct client contact: At least 1,600 hours, of which at least 1,000 hours must be clinical experience with couples and families
- Clinical supervision: At least 100 hours of clinical supervision as prescribed by board rule
- Psychoeducation cap: No more than 400 of the direct client contact hours may be in psychoeducation
- Doctoral credit: One year of an approved marriage and family doctoral internship program may count toward the 1,000 hours of clinical experience with couples and families

- Must hold an active, unrestricted Arizona LMFT or equivalent independent-level license

Virtual Supervision in Arizona
Arizona has embraced telepractice broadly. The BBHE has stated that it places no restrictions on license type for telepractice, meaning temporary, associate, and independent licensees may all provide telepractice services. Telepractice is governed by A.A.C. R4-6-1106. The board expanded telepractice provisions during COVID and has maintained a flexible approach since. How to Become a Clinical Supervisor in Arizona

Becoming a Clinical Supervisor in Arizona (All Disciplines)
Arizona applies uniform supervisor requirements across all behavioral health license types. The requirements are codified in A.A.C. R4-6-211 through R4-6-214.
- Licensure: Must hold an active, independent Arizona license in the same discipline as the supervisee (LPC, LCSW, or LMFT) for a minimum of 2 years
- Initial supervision training: Must complete 12 clock hours of supervision training. Acceptable alternatives include holding the NBCC Approved Clinical Supervisor (ACS) credential, IC&RC clinical supervisor credential, or AAMFT Approved Supervisor designation
- Arizona Tutorial: Must complete a mandatory 3-hour Arizona Tutorial covering Arizona statutes and administrative rules related to clinical supervision. This is required in addition to the 12-hour training
- Ongoing training: Must complete 9 hours of supervision-related continuing education every 3 years
- No formal supervisor designation: Arizona uses a compliance-based system rather than issuing a separate supervisor credential. Supervisors must meet requirements and maintain documentation but do not receive a separate license or designation
- Supervisee limits: No hard cap on individual supervisees. Group supervision is limited to 6 supervisees per group
- Same-discipline requirement: The supervisor must be independently licensed in the same discipline as the credential the supervisee is pursuing

- Single board: Unlike many states, Arizona regulates all three disciplines under one board (BBHE), which means supervisor requirements are uniform across LPC, LCSW, and LMFT
